Guam: 287(g) agreements, detention facilities and where to request records

Each entry below appears on a list ICE publishes. Entries this site has checked link to that public body's own records request page or the route it posts; where neither was found, the entry says so and links the page that was checked. A privately run or federal facility links a federal agency's FOIA page and, where one is named, the county that contracts for it. The others say “Request page not yet checked”; this site has no guide to Guam's records law yet. Section 287(g) of the Immigration and Nationality Act authorizes these agreements. Being listed says nothing about how an agreement is carried out. ICE's lists are the source for every entry; they can lag, contain errors, and drop agreements without notice, so confirm with the agency before relying on an entry.

Police, sheriffs and other agencies with 287(g) agreements

ICE's list of 287(g) participating agencies (ICE's spreadsheet file name dated October 9, 2026; page updated October 13, 2026). ICE uses three models. In ICE's words, Warrant Service Officer “allows designated immigration officers to serve and execute administrative warrants on aliens in their custody”; Task Force is described as “allowing designated immigration officers to enforce limited immigration authority while performing routine police duties or as an active participant in an ICE-led task force”; Jail Enforcement “allows designated immigration officers to identify and process removable aliens who have pending or active criminal charges.” None in Guam: Warrant Service Officer, Jail Enforcement. Ask for the agency's own records (agreements, approvals, invoices, policies). Records ICE holds are requested from ICE (ICE FOIA page).

Each row shows when its request page was last checked. We aim to recheck ICE's lists weekly and local pages monthly. Agreements can begin or end between checks. Agencies and facilities no longer on ICE's lists move to a dated “No longer listed” note. ICE's lists can drop or omit entries, so a missing entry does not show that an agreement ended.
