Livingston County Sheriff's Office and ICE: 287(g) Warrant Service Officer agreement

The 287(g) Warrant Service Officer agreement between U.S. Immigration and Customs Enforcement (ICE) and the Livingston County Sheriff's Office, Michigan, with Appendices A to C, as released by the county. Under it, Sheriff's Office staff nominated by the Sheriff's Office and trained, certified and authorized by ICE may, under ICE supervision, serve ICE arrest and removal warrants on people in the jail at the time of their scheduled release from criminal custody, so that custody passes to ICE; and, when an ICE officer asks, detain and transport people arrested under immigration law to ICE-approved detention facilities (pp. 1 to 3, 8). After custody passes to ICE, a person may be held in the jail "for no more than 48 hours unless" a separate agreement exists under which the jail detains people for immigration purposes "for a reimbursable fee"; otherwise the person "shall be released" (p. 8). The Sheriff signed it July 14, 2026 and an ICE Assistant Director signed it July 20, 2026 (p. 7); by its terms it takes effect when both parties have signed (p. 6).

What the records show

A records note, dated Oct 18, 2026. Every finding below is labeled. Confirmed by the record means the page says it. Working hypothesis means the records point that way but do not settle it. Page numbers refer to the PDFs below.

Files

On the copy hosted here, nothing was blacked out. This site checked all 11 pages for the names, email addresses and signatures of staff who are not senior officials, public-facing or elected, and found none. Page 7 carries the names and signatures of the Sheriff, who signed for the Sheriff's Office (Michigan's Constitution provides that each county elects its sheriff, art. VII, ยง 4), and of the ICE Assistant Director who signed for ICE. Appendix C (page 11), headed "Public Information Points of Contact," gives the Sheriff, with the Sheriff's Office's address and phone, and ICE's Public Affairs Office. The two email addresses in the agreement are office mailboxes: one for the "ICE Office of the Principal Legal Advisor (OPLA)" (page 4) and one for "the ICE Office of Professional Responsibility (OPR)" (page 10). The hosted copy differs from the county's file only in removed file properties.

What the county said

What was withheld

Nothing is marked as withheld: the released pages carry no redactions, and the response cites no exemption and states no fee. The response certifies that the released copies are "the only nonexempt records in the County's possession that fall within the scope of" the request; it does not say whether any exempt records were found. Transmittal correspondence (item 1) and grant, reimbursement or equipment records (item 2) are not in the release, and the response does not mention them by name.

The copies here match the county's files except for removed file properties; file fingerprints for checking are listed here.
